Not a hit on Nicolas, if we want to be more inclusive to folks who can’t spend out of hours time on personal development we need processes and/or culture which allows us to do so. I really don’t see this as option for a high performing team/individual.

I doesn’t need to be a 20% strict boundary, just giving teams the space and freedom to acknowledge when they need to spend some time on learning/research. That said, I’ve observed that without strict “rules” many folks don’t feel comfortable to take this type of time.

A social contract in multi-tiered orgs WRT influence and decision making. If you are not performing the work, you cannot interfere how it is performed. You can set an outcome of the work. You can not obstruct "how". If you want to change "how" you need to roll up your sleeves.
