Firefox is working properly. The "unintended behavior" is that the Twitter devs only ever tested whether the cache is kept in Chrome after using a non-standard Chrome-specific way to have the cache wipe itself. Basically the "our page works best! in IE6!" of 2020

Hugs to Twitter engineering who had to deal with their security incident. Frowns at Twitter comms for phrasing this to sound like it was somehow Firefox's fault.
